Duty-free electric vehicles: a new tariff benefit for Kyrgyz citizens

On December 11, 2025, at a meeting of the Eurasian Intergovernmental Council, the heads of government of the countries of the Eurasian Economic Union decided to grant tariff relief for the import of electric vehicles in 2026.
Previously, the quota was 10,000, according to the decision, in 2026 Kyrgyz citizens will be able to import 15,000 electric vehicles with exemption from customs duties. The decision concerns "clean electric trains" (code 8703 80 000 3 tons of foreign economic activity of the EAEU) and "sequential hybrids" (code 8703 80 000 5 TONS of foreign economic activity of the EAEU) imported into Kyrgyzstan.
Similar conditions are provided for citizens of Armenia (up to 15,000 cars) and Belarus (up to 20,000 electric vehicles).
The benefit is provided exclusively to citizens permanently residing in the respective countries. At the same time, restrictions have been established on the transfer of ownership and use rights of such cars to citizens and residents of individual EAEU states.
The adopted decision is aimed at developing environmentally friendly transport and creating more accessible conditions for citizens of the member States of the Union.
